Crypto's Bank Charter Rush Outpaces Congress

For operators in crypto, iGaming and payments, this week's through-line is speed: bank charters, licenses and acquisitions are moving faster than the laws meant to govern them. We track who's buying supervision outright while Congress stalls on market structure.

Revolut's OCC Approval Changes Nothing in Europe

Inglorious · 07 SEP

Revolut's conditional OCC approval is making headlines as a milestone, and some operators in iGaming, crypto and payments are reading it as a signal that Revolut is opening up. It isn't. The piece breaks down what a national bank charter actually changes (US market access, federal scrutiny) versus what it doesn't (Revolut's appetite for high-risk merchants in Europe), and argues the pressure to look clean for a US regulator likely tightens Revolut's European book rather than loosens it.

Jack Dorsey’s Block seeks US trust bank charter for Bitcoin, stablecoin

Block filed an application with the OCC to charter Builders Bank & Trust, an uninsured national trust bank that would custody Bitcoin and stablecoins but take no deposits and make no loans. Lee Woolley, Block's digital asset strategy lead, would run it as president and CEO, drawing on lessons from Block's existing industrial bank, Square Financial Services.

Block is late to this queue, not first. Ripple has conditional OCC approval, Circle and BitGo already have final approval, and Kraken's parent Payward and Zerohash have applications pending.

Why It Matters

If your custody stack currently runs on state trust charters or third-party custodians, a wave of OCC-chartered national trust banks resets the competitive baseline for what counts as adequately supervised custody.

Gemini receives Singapore payment license for crypto services

Gemini has received a Major Payment Institution license from the Monetary Authority of Singapore, granted to its local entity Gemini Digital Payments Singapore. The license covers digital payment token services and cross-border money transfers, with no transaction-volume caps, though MAS applies heavier regulatory scrutiny to MPI holders given their operational scale. The approval finalizes the in-principle nod MAS gave in October 2024, nearly two years after Gemini first applied.

Gemini has served Singapore customers since 2020 and shifted them from Gemini Trust Company's exemption-based setup to the newly licensed local entity in April 2025. The paperwork is done. What changes now is that Gemini operates under full MAS supervision rather than a bridging exemption.

Why It Matters

If your exchange is still operating in Singapore under an in-principle approval or exemption, competitors with full MPI licenses can now offer uncapped transaction volumes while you remain constrained.

Crypto lobbies launch a last-minute TV campaign against banks to pass the CLARITY Act

Crypto's political network, via the Fairshake-linked Cedar Innovation Foundation, launched a seven-figure cable ad campaign ahead of the Senate's Sept. 15 cloture vote on the CLARITY Act, which needs 60 votes to advance. One ad attacks banks resisting stablecoin yield provisions, showing pigs at a trough over claims of a bank profit "feeding frenzy," while two others cite AARP and law-enforcement endorsements.

With senators signaling the votes may not be there and a shrinking legislative calendar, this is a pressure campaign to force a procedural win, not a sign the underlying SEC-CFTC split has been resolved.

Why It Matters

If CLARITY stalls past this cloture vote, exchanges and stablecoin issuers keep operating under the current SEC-CFTC jurisdictional ambiguity through the midterms, with no federal market structure rules to plan compliance around.

Lummis Blasts Democrats Ahead of Clarity Act Vote — But Adds Bill Can Get Passed

The US Senate will hold a procedural cloture vote on the Clarity Act next week. Senator Cynthia Lummis says failure to pass it means no other realistic shot before the end of the decade. She blames Democrats for demanding further changes, not the White House, and says compromise from them is what's needed to get it through.

The bill splits crypto oversight between securities, commodities and stablecoin regulators. It passed the House last July but has stalled since, snagged on stablecoin yield and, more recently, an ethics provision barring officials from profiting off crypto.

Why It Matters

If Clarity fails next week, exchanges and stablecoin issuers keep operating without a statutory line between SEC and CFTC jurisdiction, and any compliance framework built now stays provisional for years.

Armenia orders telecom operators to block illegal gambling websites

Armenia's State Revenue Committee will require telecom operators to block unlicensed online gambling and lottery sites starting February 8, 2027, under revised provisions of the Law on Regulation of Gaming Activities. Advertising for unlicensed operators also faces new restrictions under the same rules.

The blocking mandate lands weeks after RSI's January 2027 deadline to launch Armenia's centralized gambling monitoring system, a Malta-based RegTech firm that won a 15-year regulator license in August. Combined with May's expanded Finance Ministry authority over bank payments to unlicensed operators, Armenia is now closing the market from three directions at once: banking, telecom, and centralized data tracking.

Why It Matters

If your operation serves Armenian players without a local license, payment processing, network access, and advertising channels all close within the same two-year window, leaving no fallback route to market.

Philippines Bill Seeks Nationwide Online Gambling Advertising Ban

Cebu Rep. Karen Hope Garcia filed House Bill 10982 on August 26, seeking a nationwide ban on online gambling advertising across TV, social media, websites, sponsorships, influencers and SMS. Fines run from P500,000 to P10 million, with up to three years imprisonment, licence suspension, and P50,000 daily penalties for platforms and ad-tech firms that keep running ads. The bill also bans bonuses, free bets and referral codes, and would bar endorsers from similar deals for three to five years.

The timing is not incidental.

Why It Matters

If your operator relies on affiliate marketing, bonus codes or influencer deals to acquire Philippine customers, this bill would eliminate those channels entirely and shift acquisition costs toward compliance-heavy alternatives like direct app downloads.

bet365 Plans 340 Job Cuts Across Stoke, Malta and Gibraltar

bet365 will cut about 340 jobs, roughly 3% of its global workforce, with 300 roles going at its Stoke-on-Trent headquarters and 40 across Malta and Gibraltar. The company cites regulatory costs, tax increases and competitive pressure. UK Remote Gaming Duty rises to 40% from 21% in April 2026, and remote sports betting duty rises to 25% from 15% in April 2027, a package the Treasury expects to raise around £810 million in 2026-27.

bet365 is retrenching in the market it dominates while expanding into new US states. The tax bill has arrived before the compensating growth has.

Why It Matters

If your UK operation runs on the current duty structure, headcount and cost models built before April 2026 no longer hold, and bet365's cuts signal where competitors will look first to offset the higher rate.

PhilWeb and JKS Tech Sign $67.4M Cross-Investment Pact

PhilWeb Corp. and JKS Tech Solutions signed a cross-investment deal worth $67.4 million. JKS Tech gets 4.85% of PhilWeb (81.38 million shares at PHP16.50 each, $21.4 million) in two tranches, while PhilWeb and its subsidiary PhilWeb Capital Corp buy Common B shares in JKS Tech worth $21.4 million and $46 million respectively.

JKS Tech is a PAGCOR-listed Gaming System Administrator that supports platforms like Epic Game. The deal cements PhilWeb's shift from a legacy operator to a B2B technology provider for regulated gaming, a repositioning that accelerated after Lance Gokongwei took over as chairman.

Why It Matters

If you run a Philippine gaming operation on PhilWeb's platform stack, ownership ties to a PAGCOR-listed system administrator now sit one step closer to your compliance and monitoring infrastructure.

FTC Blocks Humboldt From High-Risk Merchants in $12 Million Settlement

The FTC settled with payment processor Humboldt Merchant Services for $12 million and a permanent ban from processing for high-risk merchants. The agency's complaint alleged Humboldt processed payments for more than 1,000 shell merchants fronting unauthorized billing scams between 2021 and 2023, despite chargeback rates nearly 10 times the card networks' excessive threshold, and shifted volume to a lower-risk BIN to improve approval odds.

The BIN-shifting detail is the operative fact here. That is not negligent underwriting, that is a processor actively routing around its own risk signals.

Why It Matters

If your acquiring program lets sales agents move flagged merchants onto a different BIN to improve approval rates, this settlement gives examiners a specific pattern to search for in your own portfolio.

Circle $400M Tazapay Deal Buys the Last Mile Stablecoins Still Need

Circle is acquiring Tazapay in an all-stock deal worth $400 million. Tazapay brings over $25 billion in annualized payment volume, more than 60 banking and fintech partners, and payout rails in over 100 markets. About 60% of its transaction volume already runs through stablecoins.

Tazapay was a design partner for Circle Payments Network. Circle just bought the plumbing outright instead of renting it.

Why It Matters

If your payments stack relies on Circle Payments Network partners for cross-border settlement, then your access now depends on relationships Circle owns directly rather than a neutral network of vendors.

Chime to buy Stride Bank for $590M

Chime is buying Stride Bank for $590 million, converting one of its long-standing bank-partnership arrangements into outright ownership. The company says the deal gives it "a faster and more proven path to full-stack ownership" than applying for its own charter.

Chime just bought the regulatory shortcut. Owning the bank means owning the compliance obligations that came with it.

Why It Matters

If your fintech relies on a sponsor bank model, this deal shows a viable exit from that dependency is acquisition, not a de novo charter application.
