Italy's Rigged Slots, Regulator Complicit

For operators in crypto, iGaming and payments, this week's through-line is trust in the systems meant to police you: Italy's own slot-monitoring feed got spoofed with alleged help from inside the regulator. We track what that means for anyone relying on a single compliance signal.

HSBC Takes Its First Stablecoin Live in HK

Inglorious · 26 OCT

HSBC launched RedCoin (RCHKD) on PayMe in Hong Kong on 23 October 2026, HKMA-licensed and backed 1:1 by cash reserves, with over 3.3 million PayMe users eligible to activate wallets. The piece breaks down what actually went live: a closed-loop token on HSBC's own DLT, unusable outside PayMe or the HSBC HK App, non-transferable between the two wallets, with a float of roughly HKD 80.8 million against HKD 81.8 million in reserves. The analysis explains why this architecture, not the headline, is what European exchanges, PSPs and gaming platforms need to understand before pricing bank-issued stablecoins into their plans.

Bithumb discloses data leak after internal system breach: Report

Bithumb is investigating a breach of its internal mobile system, the platform employees use for internal communication, discovered Tuesday. The exchange notified the Korea Internet & Security Agency and the Personal Information Protection Commission the same day and says it is still determining whether member data was exposed. Bithumb maintains the internal work system is separate from its trading system, so customer crypto assets were not accessible through this breach.

The breach lands amid a broader wave of attacks on Korean financial firms: regulators counted 16 hit as of October 14, with Daishin Securities confirming a leak of credit and personal data for 38,490 customers and Mirae Asset Global Investments blocking abnormal access to web systems.

Why It Matters

If your exchange segregates internal communication tools from trading infrastructure but shares identity verification data across both, a breach in the 'safe' system can still force the same regulatory disclosure and customer notification burden as a wallet compromise.

Bitcoin apps risk massive fee drain, and 2 library bugs are blamed

Bitcoinjs-lib, a library used to build Bitcoin applications, patched two bugs in Oct. 26 advisories covering versions 5.2.2, 6.1.9 and 7.0.4. Both flaws let software understate miner fees on valid, signable transactions: one demonstration showed a library reporting 200 satoshi when the actual fee was 900,000,000 satoshi, another showed 1,000 satoshi reported against a true fee of 91,000 satoshi.

Nothing here forges a signature. The library just miscounts input values, so applications that trust its fee calculation instead of independently verifying inputs can broadcast and lose real money to miners.

Why It Matters

If your wallet or payment backend imports bitcoinjs-lib and relies on its built-in fee or excessive-fee checks rather than independently verifying PSBT input values, unpatched versions can authorize transactions that drain far more in miner fees than your software reports.

Robinhood’s Tenev warns US tokenization uncertainty deters ‘serious assets’

Robinhood CEO Vlad Tenev said the SEC's temporary innovation exemption for tokenized equities won't attract "serious assets" without further rulemaking or legislation, telling investors on the Q3 earnings call that uncertainty over "what happens in five years" is holding back institutional commitment. Binance Research projects the tokenized equities market could grow from $4.43 billion in September to $349 billion by 2030 under its base case.

Robinhood's own 200 stock tokens on Robinhood Chain don't even qualify for the exemption, since they're structured as tokenized debt securities without full shareholder rights like voting and dividends. Crypto revenue fell 55% year-on-year to $120 million in Q3, with notional trading volume down 38% to $50 billion.

Why It Matters

If your tokenized equity product grants economic exposure without full shareholder rights, it sits outside the SEC's exemption framework entirely, leaving it exposed to future enforcement regardless of how the broader rulemaking shakes out.

BNY offers XRP custody, but only 1 rollout type exists

BNY now offers custody for XRP and Ripple's RLUSD stablecoin to eligible institutional clients, per an Oct. 27 Ripple announcement. The bank's platform combines custody with settlement, accounting and servicing for both digital and traditional assets. No XRP custody client is named, and the release discloses neither a balance nor a new purchase.

A custody route is not demand. Institutions moving existing XRP to BNY just change custodians, they don't buy more tokens.

Why It Matters

If your institution reads custody availability as a demand signal for XRP, then you're pricing in an acquisition that the announcement doesn't actually confirm.

New York State Seeks Kalshi Records

New York's Gaming Commission has petitioned a Manhattan court to force Kalshi to hand over records on event contracts, advertising and shareholder data, saying the prediction market operated sports wagering without a license for at least 18 months. Regulators issued subpoenas on July 31 with an August 14 deadline, and say Kalshi refused eight requests and gave inadequate answers to others. The October 22 petition asks the court to give Kalshi 10 days to comply once an order is issued.

This runs alongside AG Letitia James's separate $36 billion lawsuit and the CFTC's own suit against New York over jurisdiction.

Why It Matters

If your platform offers CFTC-regulated event contracts that resemble sports wagers, state gaming regulators may still demand licensing compliance and user age verification regardless of federal registration.

DOJ and CFTC Sue Utah to Stop Gambling Enforcement Against Prediction Markets

The DOJ and CFTC sued Utah and Attorney General Derek Brown on October 26 to block the state from enforcing gambling laws against prediction markets trading on CFTC-designated exchanges like Kalshi. The CFTC says Utah is the tenth state where it is now in litigation over prediction markets, filing after Utah already won a preemption fight against Kalshi directly on August 4.

The feds want a ruling that the Commodity Exchange Act and the Supremacy Clause override Utah's gambling, election-wagering and public-nuisance statutes as applied to CFTC-listed contracts, plus an injunction stopping state investigations.

Why It Matters

If your prediction market or exchange operates on CFTC designation alone, state gambling regulators can still sue you directly while this federal preemption fight plays out state by state, meaning licensing certainty stays jurisdiction-specific rather than nationwide.

Italian Gambling Probe Finds 145 Suspected Tampered Slot Machines

Italian authorities seized 145 AWP slot machines and roughly €80,000 in Cosenza province during a probe into gambling tax evasion and corruption. Investigators allege cloned boards ran alongside authorised ones, using wireless controls, altered cabling, timers and switches to divert gameplay off ADM's monitoring network and collect wagers undetected.

A judge ordered measures against 15 people, including two house arrests and seven one-year bans from gaming operations. Among them: a distribution company owner and an ADM official accused of leaking inspection dates for payment.

Why It Matters

If your AWP or terminal fleet relies on a single regulator-run monitoring feed for compliance assurance, this case shows that feed can be spoofed at the hardware level, and insider collusion with the regulator itself becomes a detection blind spot you can't audit your way around.

New UK Study Reveals Ethnic Minority Groups Show Higher Gambling Harm

A UKGC-commissioned study combining three years of Gambling Survey for Great Britain data (2023-2025) found ethnic minority groups face higher gambling harm despite lower overall participation. PGSI scores of 8 or above, indicating problem gambling, ranged from 1.9% among white participants to 7.7% among those of mixed or multiple ethnic backgrounds. Mixed or multiple ethnic participants were roughly five times more likely than white participants to place in-person bets on events.

Why It Matters

If your affordability and harm-detection models rely on PGSI thresholds alone, this data suggests they may systematically underflag risk in minority customer segments before losses or harm escalate.

Ripple secures national bank charter; inks deals with BNY and Robinhood

Ripple has been approved for a national trust bank charter and signed separate partnership agreements with BNY and Robinhood. The move gives Ripple a federally regulated banking entity to sit alongside its existing state money transmitter licenses.

A national charter means one regulator instead of fifty. That's the real prize here, not the logos.

Why It Matters

If your stablecoin or custody operation relies on a patchwork of state licenses, Ripple's federal charter sets a precedent that competitors and partners will now expect you to match.

Ripple gets OCC’s unconditional charter approval

The Office of the Comptroller of the Currency granted Ripple an unconditional national trust charter, clearing the conditional status attached to its earlier approval. Ripple is using the charter to expand existing partnerships with BNY and Robinhood.

An unconditional charter means no more probationary oversight tied to the approval itself. Ripple now operates with the same federal trust status as a chartered bank, not a fintech waiting on a review.

Why It Matters

If your stablecoin or custody operation routes through a state-chartered trust, a federally chartered competitor like Ripple can now offer banks and brokerages a single national counterparty instead of a patchwork of state licenses.

Visa and Mastercard face potential UK suit over card fees

Visa and Mastercard face two proposed UK class-action lawsuits claiming billions of pounds in allegedly unlawful consumer card fees. Details of the specific fee practices and claim amounts have not been disclosed.

Two separate actions, same two defendants. That doubles the discovery burden and the settlement math at once.
